Never, and it should be discouraged by the flight attendants. Reservation apps provide more than ample time to reserve the seats you want. Flights are meant to move people from one place to another. They are not designed to be social hubs in the sky. However, if traveling with kids, elderly, others that need help and the reservations didn't allow adjacent seats it's reasonable to attempt.
